A recent letter from the Committee on House Administration, joined by the House Judiciary and Oversight Committees, has once again thrust the Democrat-aligned fundraising platform ActBlue into the national spotlight. The letter, addressed to Attorney General Pamela Bondi, outlines ongoing concerns that ActBlue’s lax fraud-prevention measures may be enabling illegal contributions to U.S. political campaigns, including foreign donations.

The bipartisan committees, citing an investigation that began in October 2023, warn that ActBlue’s prior refusal to implement basic safeguards, such as requiring credit card verification values (CVVs), left the platform vulnerable to bad actors. According to the letter, even after ActBlue made partial reforms, the changes were crafted to minimize any negative impact on Democrat fundraising totals.

Chairman Bryan Steil of the House Administration Committee, along with Judiciary Chairman Jim Jordan and Oversight Chairman James Comer, stressed in their letter that foreign actors had exploited these weaknesses to funnel illegal contributions into U.S. elections. A related House report released in April 2025 revealed instances of hundreds of donations made through foreign IP addresses, raising alarms about foreign influence on the political process.

The committees are now coordinating with the Department of the Treasury to examine suspicious activity reports related to ActBlue, some of which were allegedly withheld by the Biden Administration. They have also issued multiple subpoenas and requested interviews with current and former ActBlue employees to further uncover the extent of fraudulent activities on the platform.

As Chairman Steil noted in introducing the SHIELD Act, legislation aimed at closing these loopholes: “We remain committed to rooting out foreign influence in American elections.”

Additionally, documents obtained by Congress suggest that ActBlue knowingly made its fraud-prevention policies more lenient in 2024, despite internal awareness of widespread fraudulent activity, including foreign donations. This raises new concerns about the potential scale of foreign influence during a period of record campaign fundraising.
